So much to ask…. what is your client base like? Do they have anything in common beside being on your books? Is this for professionals, small business owners, etc?
The short answer is to look at the most cost effective way to reach all of your clients as often as possible without annoying them. Does that mean a banner ad on a website they frequent? Inserts in their monthly or quarterly bills? Ads in their professional magazines? A discount on the 1st quarter premium? Do you want to only mention the new products when the client contacts you or do you want to be more aggressive?
I know I didn’t answer your question, but I hope I gave you some things to think about!

First off, I would like to know what you are currently doing and what has worked, and what hasn’t worked.
Next, what kinds of things do you want to do? Phone calls and mailers are great when used properly.
I also like referrals. That’s my number one strategy for building a business. It just has to be proactive.
Do you have any really amazing programs that beat your competition hands down? If so, you really want to focus on those.
When building a marketing plan we always want to know who our TARGET market is first. Second, Where are they in the LARGEST concentration. Third, what’s the best way to communicate with them.
One of my favoriate ideas is to link up with a CPA or two in town and send out a “Complimentary Investment Overview Session” to all of their clients in their next invoice mailings. It works much better than direct mail because the leads are already qualified.
