Is anyone familiar or had any success utilizing the Workforce Investment Act in order to pay for tuition?

I will hopefully be attending a seminar this Thursday in Austin, TX. I am just curious if anyone has first hand experience with receiving financial aid utilizing this act. I am currently seeking employment yet desperately eager to return to school. I currently am in default status from a previous student loan thus unable to apply through FASFA until the remaining $1500 is paid off. I have to make payments over 6 months as they want to see consistent payments. So paying it off early is not an option. I mention this before I receive answers telling me to go this route. Is anybody aware of an account or investment that does not count against college financial aid, efc calc?

should rich nations help poor nations by investment on education and food or it is goverments response?
